Japanese Ambassador Mr. Umeda Kunio expressed at the meeting his sincere thanks for the careful preparation of the Meeting between Japan and North Central region and the Meeting between Nghe An and Japan: Cooperation and Development of the Ministry of Foreign Affairs and Nghe An province; warm and sincere reception of leaders of ministries, departments, branches and localities.
The ambassador said that after attending the opening meeting of the Meeting between Japan and North Central region yesterday afternoon, he also had a meeting with leaders of 6 provinces in the North Central region of Vietnam. Through the meeting and working, the ambassador understood more about the potential strengths of each locality. The ambassador said that he would strengthen the introduction and promotion of the potentials and strengths of the North Central region provinces to Japanese partners.
Regarding the relationship between Japan and Vietnam, the ambassador said that the friendship and cooperation between the two sides has been increasingly tightened. In recent years, with the continuous efforts of the Government of Vietnam, Vietnam's economy has grown well; At the present time, Vietnam is facing new opportunities to develop in the future. On the side of the Japanese Government, it is expected that Vietnam will seize the opportunity to develop into a rich country - the Ambassador stressed.
The Deputy Prime Minister Vuong Dinh Hue, as making his speech at the meeting expressed his deep gratitude to the Government and people of Japan for supporting Vietnam in socio-economic development through providing official development assistance (ODA) for many years; affirmed that the Government of Vietnam attaches great importance to and endeavors to effectively use Japanese ODA.
The Deputy Prime Minister affirmed: The cooperation relationship between Japan and Vietnam is very important, is very concerned by the Party and Government. Japan is a very important and very reliable strategic partner of Vietnam. This is the leading economic partner, commercial investment, is the largest ODA aid in the world for Vietnam. The two economies are complementary to each other, leaders of the two countries have also made a strategic commitment to each other.
The Deputy Prime Minister said that Vietnam is planning to build policy until 2030 (celebrating the 100th anniversary of the establishment of the Communist Party of Vietnam), until 2045 (100 years of establishment of the Socialist Republic of Vietnam). The Government is currently developing this document and will submit it to the Party Congress in 2021.
Besides, the Government of Vietnam is also submitting to the Central Government a new Resolution on ODA attraction, which is the first resolution on ODA attraction. The Vietnamese government is consistent "Effort is decisive but external forces are extremely important". The Deputy Prime Minister emphasized: If foreign loans were previously 60%, domestic loans were 40%, now domestic loans are 60%, foreign loans 40%; domestic loans have also been restructured; Foreign loans are very important, especially loans from Japan.
The Deputy Prime Minister said, now the total FDI capital accounts for 20% of Vietnam's GDP, contributing 14% to Vietnam's budget, contributing over 50% of industrial production value and 70% of export value. The Government of Vietnam will select high-tech, environmental friendliness enterprises for investment. The Deputy Prime Minister affirmed that all that could make Japanese businesses the Vietnamese Government will do.
